East Riding council has been instructed by the Information Commissioner to make public the details of its waste management deal with Waste Recycling Group. This was just a few days after South Downs Waste Services was directed to disclose environmental information concerning its waste contract in East Sussex.
This was after a request made by an unidentified person to the council in 2005 for particular details on the deal where Waste Recycling Group has been offering waste management services to the council since 1999.
Initially East Riding had declined to reveal the information asked for but with the Information Commissioner’s ruling, the Council now has no choice but to disclose some of the information requested. In his ruling the Commissioner said that the public good that would come out of making public the information in question was greater than the public good involved in keeping the information discreet.
Some of the specific pieces of information that the Council has been directed to make public include the pricing details in the contract, actual or possible emission levels and planning, operations and development details.
A spokesperson from the Council admitted that the Council would obey the ruling of the Information Commissioner. A Waste Recycling Group spokesperson on the other hand revealed that the recycling firm was not happy with contractual details being revealed to all and sundry.
This is the second ruling by the Information Commissioner in which he has directed contractual details to be disclosed. In March, South Downs Waste Services Ltd, which is owned by Veolia Group, was instructed to disclose information about its proposed Newhaven incinerator to Friends of the Earth.
