Viridor Waste Management company has launched a stakeholder consultation programme to generate proposals for the building of an energy from waste (EfW) facility in Oxfordshire. The EfW facility would be located on the company’s existing landfill site and recycling centre and would be utilised to treat residual waste from Oxfordshire. The EfW facility would have the ability to produce electricity from 300,000 tonnes of residual waste per year.
Viridor’s invitation to submit a detailed proposal for the Oxfordshire County Council’s long-term residual waste treatment came in February 2008. The council also invited one other possible source to supply a similar plan. The council has announced that the winning bidder will begin working on the facility by the end of 2012.
The council requires each bidder to give detailed information regarding the design, erection, finance, and overall operation structure of the site. The council reserves the right to refine any proposal.
Officials at Viridor say that the outline proposals for the 25-year contract have been in development. The contract details the management and recovery of waste that is left over from recycled and composted materials.
The facility will be another feather in the cap of Oxfordshire residents. From 2006-07, Oxfordshire residents reached an outstanding recycling rate of almost 39% and produced the second lowest amount of waste per capita than any county council in the country. In 2007-2008, the rate rose to over 40%. The national average is 32%. The council is working toward a 55% recycling rate by 2019-2020.
